COMMUNIITY GROUP  NEWSLETTER

Drimnagh Residents Community Group are delighted to announce they have joined forces with Tidy Drimnagh, Culture Club, Drimnagh Residents Association, St John Bosco Youth Centre, Good Counsel GAA Club and other individual volunteers within the community and have developed The Dynamic Drimnagh Plan 2030. This is a comprehensive plan that identifies the future infrastructure required for Drimnagh over the next ten years or more. 

Like our neighbouring communities, the landscape of Drimnagh is vastly changing. We already have seen developments appearing along Longmile Road, Drimnagh Road and Davitt Road; over the next few years we will see further developments appearing around the perimeter of Drimnagh. Whilst we welcome additional housing units for the area; we have concerns about the vast build of high-rise apartments appearing around the outskirts of Drimnagh that will leave us diminished amongst a concrete jungle with little or no infrastructure to deal with the expansion of our area.

The Dynamic Drimnagh Steering Group are establishing governance of what will be the Dynamic Drimnagh Forum. The delivery of this plan is dependent upon connecting organisations within our community to create a cohesive community with appropriate focused planning, education, comprehensive health and wellbeing programmes linking in with healthcare providers and other community groups; and to tackle the environmental challenges facing our community, green spaces and waterways. Over the next few weeks, Drimnagh Residents Community Group will liaise with community volunteers about this initiative.

OLD DULUX FACTORY SITE, DAVITT ROAD – BM Durkan Ltd

A Build to Rent Development of 265 Apartments by BM Durkan Ltd. Proposed completion of Q4 of 2021 has been delayed due to the current global pandemic. The scheme consists of two 7 storey blocks facing north onto Davitt Road, with two graduating blocks of 4 to 6 storeys backing onto Galtymore Road. In the interim period, BM Durkan Ltd applied to Dublin City Council Planning to alter some of the original plans, previously granted by An Bord Pleannala SHD (Strategic Housing Development) Scheme. Dublin City Council granted some of application and sought further information on other details. BM Durkan Ltd appealed the DCC decision to An Bord Pleannala but subsequently withdrew this. In late December 2020 BM Durkan Ltd applied to An Bord Pleannala seeking alterations to the original SHD application. This application is awaiting decision.

RECENT PLANNING APPLICATIONS

MILLER’S HEIDELBERG SITE, DAVITT ROAD – Heidelberg Davitt Ltd.

A very recent application has been submitted to An Bord Pleannala SHD Office by Heidelberg Davitt Ltd for a 9 storey building of 188 Built to Rent apartments with basement parking, retail and commercial units. The facility will offer a concierge service and resident support facilities at 8th floor level. The build-to-rent apartments comprises of 20 no. studios, 79 no. 1 beds and 89no. 2 beds; The development includes ancillary resident support facilities, services and amenities with reception / lobby, concierge, coffee dock, gym and communal areas at ground floor level and a laundry room and residential store at basement level. Public realm improvements are proposed along the Davitt Road frontage, including 1 no. pull-in / drop-off parking space, and enlargement of the existing footpath. The proposal includes communal open space areas within a courtyard at surface level and roof terrace areas at third, sixth and seventh floor level backing onto the rear of residential properties along Galtymore Road.

The basement level contains 58 no. car parking spaces and 4 no. motorcycle spaces along with plant rooms, a laundry room, a residents’ storage room and bin storage area. The development contains 386 no. bicycle parking spaces, 280 no. of which are secure and sheltered for residents at basement level. At surface level, there are 3 no. secure and sheltered parking spaces for staff of the commercial office, 87 no. bicycle parking spaces for visitors to the apartment and patrons of the commercial use (at least 50% of which shall be sheltered), 10 no. On-street cycle parking for visitors to the apartments and patrons of the commercial use, and 6 no. sheltered cargo bike space, being provided. 

The proposal includes a vehicular entrance to the basement from Davitt Road, foul and surface water drainage, hard and soft landscaping, and improvements to the public realm, an ESB sub-station, bin stores, and all ancillary site development works necessary to facilitate the development.

Dublin City Council proposed developments in Drimnagh

Dublin City Council Teabrook Limited intends to apply for planning permission to build for a development at 47 to 53 Keeper Road, Drimnagh extending to the laneway at the rear of these properties. The development will consist of the construction of 5 to 6 storey mixed use development including 53 apartments, 26 x 1 bed and 27 x 2 bed, all with private balconies, a provision of a crèche with courtyard play area, retail unit and 15 car parking spaces at basement level to be accessed via the laneway to the east of the site. Cycle parking spaces, landscaped open space/roof gardens, bin store and ESB substation with ancillary area. The planning application can be inspected at Dublin City Council Planning Department, Block 4, Ground Floor, Civic Offices, Woodquay, Dublin 8 between 9.000 am to 4.00 pm. Submissions and observations may be made with a €20 fee to the relevant authority.

Ard Scoil Eanna, Rafter’s Road/Drimnagh Road

Dublin City Council have applied for planning permission to demolish the buildings at Ard Scoil Eanna. The existing school building has a preservation order and will remain, as will the perimeter walls. The development is proposed for a use of social housing and mixed retail and is still under discussion.

    Hi I’m from Drimnagh and all my family lives here to all their lives, we really need some retail units put in the area, we have no supermarkets ie ALDI / Lidl etc. I think a supermarket and a coffee shop along the canal would be more beneficial to the area, instead of more apartments, I feel a lot of people are annoyed about this, it would be worth looking into before building even more apartment blocks around the city.

      Many thanks for your comment on our website. We fully agree with you about everything. The Dublin City Council Development Plan 2016 – 2021 was variated to allow taller developments along both canals (Royal Canal and Grand Canal). These buildings can go as high as nine storeys. Unfortunately, most of the developments we see going up on Davitt Road will be Build To Rent design. The stretch of brownfield site along Davitt Road from Good Counsel GAA Club up as far as the Marble Arch Pub at the corner of Benbulbin Road has been identified for redevelopment. The Miller site is the first site that have applied for planning permission of a nine storey high development consisting of 188 Build To Rent Apartments, 10 Commercial Units and 2 Retail Units. Drimnagh Residents’ Community Group and the newly formed Dynamic Drimnagh have both written to all the Elected Councillors, TDs and Senators for Drimnagh seeking intervention and support on developing a better infrastructure for Drimnagh. We have also contacted Dublin City Council and submitted submissions to An Bord Pleannala regarding the Durkan and Miller sites on Davitt Road.
      We have emphasised the need for greater infrastructure for the area and highlighted the fact that there will be approximately, 4,500 new residents moving into the area from Bluebell Luas Stop to Suir Road Luas Stop within the next two to three years. This will include developments at Carriglea Industrial Estate, Bluebell, Emmet Road Inchicore, Durkan and Miller sites on Davitt Road, as well as Dublin City Council Developments at Davitt Road and at the site of the Retail Units on Keeper Road.
      We are seeking to develop a Civic/Sports Hub along the canal that will be adjacent to Good Counsel GAA Club, utilisation of any commercial and retail units within these developments so we can get community gain in services such as a GP Practice, Launderette for new residents, Physio practice, Solicitors Office and many more. We also need retail services such as newsagents, coffee shops and restaurants along the canal.
      Further developments are planned for Glenview Ind. Estate on Herberton Road/Keeper Road, Brickfield House – Brickfield Drive, Sunshine Ind Estate – Crumlin Road. Therefore, we need residents in Drimnagh to be informed of what is happening now and in the future. We will keep you updated.

        Hi Patricia, just a reply to your message, you did not give me any reassurance in your reply…. how are we supposed to cater to 4500 new residents in our area??when we have no amenities, 2 newsagents, no pubs and no shopping facilities near by?? How is this beneficial to the people of our area?? Priorities are not in the right place here!! It’s absolutely disgraceful

    Can someone please explain why Drimnagh requires so many build to rent apartments? Looking a the planning we are getting nearly 1000 units. Where are the facilities for these? In non covid times the LUAS is packed before it gets to Drimnagh at peak times. There is no option of adding extra carriages. There are no playgrounds in the upper area of Drimnagh for children. No cafes in the centre of Drimnagh? The planning is not recognising the social and recreational needs of the area.

      Good Evening Anne,
      The Dublin City Council Development 2016-2021 was amended in 2019 to include all brownfield sites for future development across Dublin. Legislation was introduced which will allow developers build up to and including 9 storeys high along the Royal Canal and Grand Canal. Sites due for development in Drimnagh are along the perimeter; Glenveigh Industrial Estate stretching from Herberton Road to Keeper Road Retail Units. (An application has already been submitted by DCC to build 58 independent living social housing units at the locations of the retail units on Keeper Road), Brickfield House on Brickfield Drive is rented out by BM Durkan Ltd to the HSE and will be developed in the future once his development on Davitt Road has been completed, Sunshine Industrial Estate on Crumlin Road will also see development. Carriglea adjacent to Drimnagh Castle has been granted planning permission for 340 units with access via Muirfield Drive, Naas Road. The Durkan Site on Davitt Road will see 265 apartments (Build to Rent) by the end of this year and the Miller Heidelberg site are seeking planning permission for 188 apartments, 10 commercial units and 2 retail units. Under the DCC Development Plan 2016-2021 Davitt Road will be developed from Hegartys (next to Good Counsel GAA Club) up to and including the Marble Arch Pub at the corner of Benbulbin Road. Further development will take place at the Old Lyons Site when the HSE have completed their build of the National Children’s Hospital and the new Coombe Maternity Hospital. We are currently seeking appropriate infrastructure for Drimnagh and have highlighted the fact that there may well be 4,500 new residents living along the canal, from Bluebell Luas Stop to Suir Road Luas Stop within the next two to three years. This includes all the developments mentioned and the proposed Emmet Road Development.
